Elizabeth George to Lake Wildwood Pipeline Extension Project

The District is re-evaluating the E. George to Lake Wildwood Pipeline Extension Project, which was paused pending completion of the Plan for Water process. During planning, the scope shifted from a full replacement of the Lake Wildwood Treatment Plant to funding interim improvements to keep the plant reliable until its planned rebuild in 2030. Staff also began assessing an alternative option to extend a pipeline from the E. George Treatment Plant, which would require CEQA updates and new easements.

These efforts were combined into a single project to maintain operation of the Lake Wildwood plant, reserve funds for needed repairs, and reassess the pipeline extension option. The Board approved this consolidation and renamed the project the Elizabeth George to Lake Wildwood Pipeline Extension Project (EGLWW).

The proposed EGLWW Project involves constructing a new water distribution/transmission pipeline, mainly within existing roadways, to connect to the Lake Wildwood system. It would also provide treated water service to nearby properties and include fire hydrants along the route. Most construction would occur within roadways, except for two short segments crossing private property near Empty Diggins Lane and east of Minnow Lane. Appurtenances such as hydrants, ARVs, service lines, and meters would be placed along road shoulders at property lines, with pressure-reducing stations typically located just outside county rights‑of‑way. Stub-outs for future extensions would also be installed.
